Biannual S.B. 126 Anti-Hazing Report & Transparency Report
August 15, 2025
Overview
In compliance with the Stop Campus Hazing Act of 2024 and State of Ohio Senate Bill 126 (Collin鈥檚 Law), 黑料视频 must publish a list of all violations of the 黑料视频 policy 23.010 Hazing. This report will be published twice a year, once in January and again in August. The report must include the following for each instance of a violation:
- The name of the subject of the report
- The date the subject was charged with a violation of university policy/law regarding hazing, the date the investigation was initiated, the date the investigation ended, and the date the notice of outcome was issued to the subject of the report
- A general description of the violation (including whether the violation involved the abuse or illegal use of alcohol or drugs), findings, and outcomes of any investigation in the past five years
This report will be maintained online.

Federal and State Laws
As defined in the Higher Education Act of 1965 and amended by , at 20 U.S.C. 1092(f)(6)(A)(vi), hazing is defined as:
鈥渁ny intentional, knowing, or reckless act committed by a person (whether individually or in concert with other persons) against another person or persons regardless of the willingness of such other person to participate, that is committed in the course of initiation into, an affiliation with, or the maintenance of membership in a student organization and causes or creates a risk, above the reasonable risk encountered in the course of participation in the institution of higher education of physical or psychological injury.鈥
As defined in section , hazing is defined as:
"Doing any act or coercing another, including the victim, to do any act or initiation into any student or other organization or any act to continue or reinstate membership in or affiliation with any student or other organization that causes or creates a substantial risk of causing mental or physical harm to any person, including coercing another to consume alcohol or a drug of abuse, as defined in section 3719.011 of the Revised Code."
Hazing is a form of power-based violence. Hazing can occur with power differentials in all types of relationships regardless of membership status, including an initiate, an individual seeking reinstatement, a current member, or a current student with inactive status. In part, hazing is an attempt to exert control or influence from one person to another. What constitutes hazing is a dynamic and changing set of circumstances that requires a situational response.
In the event of a conflict between the definition of hazing in Section 2903.31 of the Ohio Revised Code and the definition set forth in 20 U.S.C. Section 1092(f)(6)(A)(vi), the federal definition shall prevail.
黑料视频's Anti-Hazing Policy
黑料视频 policy 23.010, in effect as of the date of this report, maintains the definitions of behavior deemed 鈥渉azing.鈥 For the purposes of this report, the definitions in that policy are applied to all cases in this log.
- Any action or situation which recklessly or intentionally endangers the mental, emotional, or physical health or safety of a student for the purpose of initiation or admission into, or affiliation with, any student organization or group regardless of the person's consent to participate.
- Brutality of a physical nature including but not limited to paddling, whipping, beating, striking, electronic shocking, branding, placing of a harmful substance on someone鈥檚 body, forced calisthenics, exposure to the elements, or other similar activity.
- Causing, coercing, or otherwise inducing consumption, including but not limited to any food, alcoholic beverage, liquid, drug, or any other substance that subjects the student to an unreasonable risk of harm.
- Causing, coercing, or otherwise inducing acts intended to cause mental stress, including but not limited to sleep deprivation, transportation or abandonment, confinement to a small space, forced exclusion from social contact, forced conduct which could result in embarrassment, any forced activity that is designed to shame or humiliate, or any action of harassment (as defined in the "Student Code of Conduct").
- Any activity that places another person in reasonable fear of bodily harm through the use of threatening words or conduct.
- Any activity against another person that included a criminal violation of local, state, or federal law.
- Coerced activities, including but not limited to violation of local, state, or federal laws, violation of university policies, rules, or regulations, and personal servitude.
- Personal servitude is defined as activities that are performed for the personal benefit of individual members and may include, but are not limited to, driving, cooking, cleaning, serving meals, running errands, picking up laundry, and purchasing items on another鈥檚 behalf.
- Acts of sexual harassment and other sexual misconduct as defined by Ohio university policy 03.004, including without limitation causing, coercing, or otherwise inducing another person to perform sexual acts.

| Those seeking membership were required to complete tasks, work at local bars, and purchase items on behalf of active members. Those seeking membership were subjected to mentally stressful experiences and were required to complete tasks including consuming various food items including hot sauce. Those seeking membership were required to complete tasks on behalf of active members and perform calisthenics. Some activities during the new member process included acts of physical violence including hitting individuals with belts. Lastly, the organization facilitated a social event, involving alcohol, and failed to take the necessary steps to ensure that no person under 21 years of age had access to alcohol. |
